Substation Construction Management & Inspection

Independent oversight for new substations, expansions and upgrades, from site work through testing and energization.

Substation Construction Oversight That Works for the Owner

Substation construction brings civil, structural and electrical work together on a tight footprint and an even tighter schedule. Long-lead equipment, outage windows and multiple contractors all have to line up, and a mistake below grade can stay hidden until it causes a problem at energization.

RGC Power Group provides independent substation construction management and inspection for the owner. Our construction managers verify that every phase, from grading and foundations to equipment setting, wiring and testing, matches the approved design, specifications and drawings, at voltages from distribution substations up to 500kV.

We support investor-owned utilities, electric cooperatives, municipal utilities, data center and industrial owners with private substations, and renewable developers with collector substations across Texas and the surrounding states.

What We Inspect on Substation Projects

Our substation inspection covers every stage of construction, so issues are caught when they are still inexpensive to fix.

Site Work & Civil

Clearing, grading, drainage, fencing, access roads and yard surfacing, verified against the civil design and environmental requirements.

Verified & Documented

Foundations & Embeds

Excavation, reinforcing steel, anchor bolts and embeds checked for placement and tolerance before concrete is poured.

Verified & Documented

Grounding Grid

Conductor size, depth, connections and exothermic welds inspected and documented before anything is backfilled.

Verified & Documented

Steel, Bus & Structures

Structure assembly, bolting, bus installation and clearances inspected against the drawings and the manufacturer’s requirements.

Verified & Documented

Equipment Setting

Power transformers, breakers, switches and other major equipment received, set, assembled and dressed out to specification.

Verified & Documented

Control Building & Wiring

Conduit, cable trays, control and protection wiring and terminations tracked and verified ahead of testing.

Substation Construction Phases We Oversee

From design review to turnover, RGC keeps the owner informed and the project on plan.

01

Preconstruction

Contract and design package review for constructability, sequencing and outage planning, plus preconstruction condition surveys.

02

Below-Grade

Civil work, foundations, conduit and the grounding grid, inspected and photographed before each step is covered.

03

Above-Grade

Steel, bus, equipment setting, control building and wiring, with daily reports on progress, quantities and safety.

04

Testing & Closeout

Testing and commissioning coordination, punch list management, as-built drawings and turnover documentation.

Why Owners Use Independent Substation Inspection

RGC doesn’t build substations. We work for the owner, so our only interest is that yours is built right.

Catch Defects Before Energization

Problems found in a grounding grid or foundation during construction cost a fraction of what they cost after the yard is energized.

Keep Contractors Accountable

An experienced construction manager on site verifies quality, tracks quantities and manages change orders on your behalf.

Documentation You Can Rely On

Daily progress reports, photos and video, and accurate as-builts give you a complete record of how your substation was built.

A substation construction manager represents the owner on site. They review design packages, coordinate schedules and outages, inspect each phase of construction against the approved drawings and specifications, manage change orders and provide daily reporting through testing, commissioning and closeout.

Civil work, foundations and embeds, the grounding grid, structures and bus, equipment setting and assembly, conduit and control wiring, and testing and commissioning readiness, all documented with photos and daily reports.

It depends on the scope. An expansion or equipment upgrade may take a few months, while a new transmission substation can take well over a year, often driven by long-lead equipment such as power transformers. RGC helps keep each phase on schedule once construction begins.

Yes. RGC provides independent oversight for private substations serving data centers, industrial facilities and large-load interconnections, as well as collector substations for renewable and battery storage projects.

No. RGC is an independent construction management and inspection firm. We do not perform the construction; we oversee the substation construction company on the owner’s behalf.
